AKP's Constitutional Reform Plan Advances

Turkey's ruling AKP party is advancing a plan for constitutional changes, reportedly in an advanced stage after a year of work. According to the Turkish newspaper Nefes, the party's constitutional committee is expected to present a basic framework of the new constitution to President Erdogan in January, seeking his views on contentious issues. The AKP plans to designate 2026 as a year of constitutional discussion, emphasizing that the goal is to create a flexible framework and not to gain electoral advantage. The plan includes revisions to the presidential system, without a return to the parliamentary system, as well as regulations regarding the appointment of Ministers from MPs and the number of Vice Presidents. A key element of the plan is the preservation of the first four articles of the Constitution, while also considering the possibility of separating the presidency from party leadership. In addition, changes to the electoral system and restrictions on the early dissolution of Parliament are expected. The final form of the plan will largely depend on the observations and objections of President Erdogan, who has ultimate responsibility for its approval. This plan marks a new attempt at constitutional revision in Turkey, aiming to adapt the political system to current needs and challenges.
