European Parliament Paves the Way for Addressing the Housing Crisis

The European Parliament has approved its final recommendations for addressing the housing crisis in the European Union, prioritizing access to decent, sustainable and affordable housing for all citizens. The report, adopted by a large majority, highlights the need for legislative intervention, especially regarding the cost and sustainability of new constructions. Particular emphasis is given to improving the energy efficiency of homes and combating energy poverty, aiming for all new homes to meet high standards of insulation and energy efficiency. Additionally, for cities overcrowded by tourism, it is proposed to balance tourism development with access to affordable housing, with measures to control short-term rentals. The report proposes strengthening social and public housing, especially for vulnerable groups, as well as providing tax incentives for low- and middle-income households. It also highlights the need to simplify licensing procedures and utilize available funds from the Recovery Fund for the construction and renovation of affordable housing. The rapporteur of the report, Borja Giménez Larraz, described its adoption as an important step towards a realistic and consensual European response to the housing crisis, emphasizing that housing is now treated as a key social priority at European level. The President of the Housing Committee, Irene Tinagli, stressed the importance of the report in addressing a critical social problem.
