Anti-Corruption Authority Strengthens Integrity Measures for High-Ranking Officials

The Independent Authority Against Corruption (IAAC) has implemented a revised 'Action Plan for Combating Corruption 2025-2026' in response to recent corruption cases and recommendations from GRECO. At the heart of the plan is 'Action 6,' which aims to strengthen the integrity of individuals holding high office, such as ministers, presidential advisors, and other officials. The Authority has identified two main categories of individuals: PTEFs (Persons Entrusted with Top Executive Functions) and CPTAs (Consultants and Associates). The IAAC has mapped ten key risk areas for integrity, including bribery, extortion, embezzlement, nepotism, improper influence, conflicts of interest, and abuse of power. Emphasis is placed on preventing and addressing these phenomena promptly, as breaches of integrity at high levels can undermine public trust and the rule of law. The plan includes strict scrutiny and training for these individuals, aiming to enhance transparency and accountability. The Authority recognizes that these individuals, even if they do not always have direct executive power, significantly influence public policies and manage substantial resources. The case of the Kouris River diversion, which led to a proposal for criminal charges against a former minister and department heads, served as a catalyst for accelerating the implementation of the plan. The IAAC seeks to create a robust framework to protect the integrity of officials and prevent future corruption cases.
