The Commissioner of Legislation, Sophia Kleopa Hadjikiriakou, has documented pending executive actions stemming from legislation in a six-month report covering the period of July 1, 2025 - December 31, 2025. The report provides a detailed overview of obligations for the Council of Ministers, Ministers, Deputy Ministers, Independent Officials, and Services. The Commissioner systematically monitors all new laws and regulations, formally highlighting required actions and tracking implementation progress. The purpose of the report is to assist the executive branch in identifying and coordinating actions needed to implement legislation, ensuring timely compliance with laws, regulations, and Cyprus's international obligations. It includes both recent observations and older ones that have not yet been addressed. Among the recorded pending issues are obligations arising from legislation passed as early as 2017. For example, under the 2017 General Health System law, the appointment of a Second-Level Medical Council and a Control Committee is still outstanding. The Commissioner notes that the then-Minister of Health was informed in 2023 about the need to issue relevant regulations, but no updates have been received. Furthermore, the report highlights pending matters concerning the regulations for the establishment and operation of the Independent Anti-Corruption Authority (2022). The Authority is required to maintain registers in both electronic and printed formats, including registers of named and anonymous complaints, as well as records of its actions and investigations. The report also points out pending issues related to transparency in public decision-making processes.
