Cyprus at the Helm: Navigating a Cultural Shift in Europe

The Cypriot Presidency is taking on a crucial role in promoting a new European policy for culture, focusing on the 'Culture Compass' and the AgoraEU funding framework. This initiative marks an attempt to transform culture from a complementary policy into a structural pillar of the European social contract, recognizing the artist as a worker and culture as a public good. The 'Culture Compass' aims to align member states with common values, while AgoraEU will manage significantly increased resources for European culture. However, assigning responsibility for this important project to a newly established and immature Deputy Ministry creates a complex contradiction. The Deputy Ministry is called upon to coordinate a broad reform while simultaneously addressing internal issues, such as the delay in passing the bill to establish the status of the artist. The success of the Cypriot Presidency depends on political maturity, administrative efficiency, and a clear state position. The process requires convergence and mediation between member states, with the aim of finalizing the 'Culture Compass' by May 2026. The article highlights the need for a conscious effort to upgrade the role of culture in Europe, but also expresses concerns about Cyprus's ability to meet the demands of this project, given the internal challenges and the lack of experience of the Deputy Ministry.
