Cyprus Tax Reform: Changes for Employees Effective January 2026

The Cyprus Tax Department is preparing for the implementation of the new tax framework, recently passed by parliament. The implementation will begin in January 2026, with employees being the first to be affected, as income tax will be withheld from their salaries based on the new system. Tax Commissioner Sotiris Markidis expects a reduction in taxes for all taxpayers, depending on their individual circumstances. The Tax Department is working on adapting its information systems, informing professionals and its staff, and revising forms and circulars. At the same time, a new form T.F.59, a 'Guide' and a collection of 'Frequently Asked Questions' for completing it are being prepared. Furthermore, a 'Special Electronic Tool' is being developed to calculate income tax for each individual. The Tax Department will collaborate with the OEB to organize online seminars for employers and with the Association of Chartered Accountants of Cyprus (ACAC) for information days. Early information for employees and employers regarding the changes affecting individuals is a priority. Employers need to be informed by their employees about their income and any deductions they are entitled to, in order to correctly withhold income tax. The new tax framework introduces new deductions and allowances.
