How Russia Can Leverage Geopolitical Risk in Iran

Russia appears to be hesitant to invest heavily in supporting Iran, despite the 20-year cooperation agreement between the two countries. Following recent attacks against Iran by the US and Israel, Moscow offered primarily rhetorical support, pursuing a policy of "strategic hedging" that avoids excessive involvement. Russia risks losing influence in the region if Iran is weakened or collapses, potentially losing significant investments and agreements, such as the railway line and the construction of nuclear reactors. However, the loss of allies like Iran is not necessarily catastrophic for Russia, as Moscow has already learned from its experience in Syria, where withdrawing from a "problematic" ally did not significantly harm its position in the region. Russia maintains its influence through loans, arms supplies, and bases in Syria.
