This move is believed to be in anticipation of a potential strike by the United States or Israel, or both. The institute notes that burying the entrances could reduce the effectiveness of an air strike and hinder a potential special forces operation. It is also estimated that Iran may have moved sensitive materials into the tunnels for protection. This action mirrors similar preparations made before previous attacks on Iranian nuclear facilities. Iran is also reportedly constructing roofs in Esfahan, possibly to remove materials from the site.
