Larnaca Planning Authority Attributes Permit Delays to Long-Standing and Procedural Issues

The Larnaca Planning Authority (EOA) explains that the delay in issuing building permits is due to a combination of long-standing and procedural problems. These include the delayed response from other government agencies, deficiencies in applications, the large volume of pending files inherited from previous authorities, and issues with the 'Hippodamus' electronic system. Specifically, the delay is attributed to the need to obtain opinions from departments such as the Department of Environment and the Department of Water Development, which often do not respond promptly. Additionally, many applications are incomplete and require repeated communication with applicants for the submission of additional information. The EOA Larnaca states that it has taken over the management of thousands of pending files from the Provincial Administration and the Department of Urban Planning and Housing, many of which concern complex and problematic cases. The transfer of building density also slows down the process, as it requires additional checks and approvals. Finally, it is pointed out that the untimely revision of Local Plans and the shortcomings of the 'Hippodamus' electronic system contribute to the delay.
