“State of Siege” Declared in Guatemala Following Police Killings

Guatemala's President Bernardo Arévalo has declared a “state of siege” in the country following a series of attacks and hostage-takings in prisons by gang members. These attacks appear to be retaliation for the transfer of gang leaders to a maximum-security prison. The state of siege suspends constitutionally guaranteed rights, particularly those of assembly and protest, and allows authorities to make arrests and conduct interrogations without court orders. The measure must be approved by parliament. Police have regained control of three prisons where gang members were holding 46 people hostage. The hostage-takings and riots were triggered by the government's refusal to transfer the gang leaders to less strict prisons. The Barrio 18 and Mara Salvatrucha gangs, which have been labeled “terrorist” organizations, are fighting for territorial control in Guatemala and extorting citizens and businesses. The government faces a serious challenge in its effort to combat crime and restore order.
