The first step involves the technical and political preparation of Ukraine, with the EU providing guidance on the necessary reforms. Ukraine has accelerated reforms in justice, democratic institutions, and transparency, despite the current conditions. The second step is the so-called ‘reverse enlargement,’ where Ukraine would be politically integrated into the EU and gradually acquire rights and obligations. This approach departs from the traditional model and aims to send a strong political message. The third step is related to dealing with Hungary’s opposition, under Viktor Orbán, which requires unanimity for the accession of new countries to the EU. The fourth step relies on U.S. intervention, with the expectation that Donald Trump could pressure Hungary.
