CT Analysis: Expectations for Developments in the Cyprus Issue in the First Quarter of 2026

2026 began with expectations for developments in the Cyprus issue, with Nicosia hoping for discussions that would return the issue to its proper basis, namely the resumption of negotiations from Kran Montana with the aim of a Bi-zonal, Bi-communal Federation. The Greek Cypriot side believes that the adoption of the agreed framework by the Turkish Cypriot leader, Erhurman, signals a departure from the policies of Ersin Tatar and an attempt to align with the resolutions of the Security Council. However, a problematic point remains, the interpretation of political equality. Erhurman invokes the resolutions, which refer to “two politically equal communities,” while Turkey insists on a sovereign or numerical equality. This issue will be discussed at the next meeting of the two leaders with the UN Personal Envoy. Despite Erhurman's apparent change of stance, Ankara remains unwavering in its position for two states, with Erdogan insisting on confirming separate sovereignties. Unal Ustel, the so-called “prime minister” of the pseudo-state, continues to express Turkish claims. The Cypriot government continues to link the Cyprus issue with Turkey's European path, arguing that Turkey's accession to the EU cannot proceed without a solution to the Cyprus issue. The situation remains complex, with conflicting statements and expectations, but with a faint hope for a resumption of negotiations and a solution.
