The Commissioner believes that this regulation constitutes discrimination, as it leads to the exclusion of children due to the financial and practical limitations of their families. The Commissioner emphasizes that the refusal to provide services under these conditions constitutes discrimination according to the law on persons with disabilities and that any form of discrimination is reprehensible. She stresses that ensuring equal opportunities for all children is a fundamental obligation of a modern society. The Commissioner condemns any form of exclusion and calls on organizations to take into account the needs of all children and ensure equal access to activities that promote their socialization and personal development.
