The author argues that the post-war “rules-based international order” appears to be weakening, as the application of rules becomes selective and subservient to the interests of the powerful. It refers to thinkers such as Thrasymachus, Hobbes, Machiavelli, Morgenthau, and Gross, who have grappled with the idea that justice is determined by power. It is emphasized that the weakening of law and the selective application of rules lead to disorder and catastrophe, as history has shown. The self-interpretation of rules by powerful states undermines the rule of law and international cooperation.
