Fiscal Council: Take Targeted Temporary Measures – Public Finances Allow It

The Cypriot Fiscal Council expresses concerns about the pressures on the Cypriot economy due to the war in Iran and calls on the government to avoid horizontal support measures. Instead, it proposes targeted measures to support low-income households and small and medium-sized enterprises, aiming to preserve employment and economic growth. The Council states that Cyprus's fiscal situation allows for measures to be taken, due to the improvement in liquid reserves and the reduction of public debt. It is noted that the risks from the crisis are spreading across all sectors of the economy and inflationary pressures may be broad-based, affecting not only fuels but also goods, intermediate goods, and fertilizers. The Council emphasizes that support for households should be targeted, as lower-income households are expected to be more affected and the income gap between categories is increasing. Support measures should be accompanied by specific and measurable goals, so that their effectiveness can be evaluated and any revisions can be made. Also, support by sector of the economy should take into account the existing situation, liquidity, and exposure of the banking sector. The Council proposes that the state should not intervene in sectors that had high rates of price increases due to increased demand, so that they can adjust their prices downwards.
