Cyprus Bases Issue Requires Delicate Handling, Says Professor Constantinides

Professor of International Law, Aristotelis Constantinides, stated to CNA that discussing the status of British Bases in Cyprus requires delicate political and legal handling. Raising the issue is a matter of political decision, with potential options including renegotiation of the status (e.g., land return, change of terms of use, cooperation) or termination of the Establishment Treaty, which however requires careful legal study. Mr. Constantinides mentioned that the issue of security could be used as an argument for changing the status of the Bases, however, governments have so far avoided raising it, possibly due to the link between the issue and the Cyprus problem and avoiding confrontation with the United Kingdom. He stressed that any moves must be made with caution, citing the International Court of Justice's advisory opinion on the Chagos Archipelago as an example, which led to renegotiations for British Bases there. The Establishment Treaty, if terminated, should be carefully examined due to its legal implications. In conclusion, Mr. Constantinides emphasized the need for careful handling and study before any move regarding the status of the British Bases, taking into account the political, legal and international dimensions of the issue.
