Professor Constantinou: Careful Legal Handling Needed for Issue of British Bases

Professor of International Law, Aristotelis Constantinou, stated that raising the issue of the British Bases in Cyprus requires delicate political and legal handling and careful study. He emphasized that the decision on whether to raise the issue is political, but renegotiating the status of the Bases could be considered, such as returning land or closer cooperation with the Republic of Cyprus. Mr. Constantinou mentioned that denouncing the Treaty establishing the Bases requires particular attention due to the legal issues raised. When asked about leveraging security concerns to change the status of the Bases, he noted that the security issue has already been raised in Cyprus and may be part of the legal arguments. He explained that the issue has not been raised until now due to its connection with the Cyprus issue, as the Government does not want to create a new front with the United Kingdom while the Cyprus solution is pending. He stressed that any raising of the issue requires delicate handling from a legal point of view, citing the opinion of the International Court of Justice on the Chagos Archipelago as an example. In conclusion, Mr. Constantinou emphasized that raising the issue of the Bases is a complex process that requires careful analysis and political will, taking into account the legal and political consequences.
