Slow Staffing of Provincial Self-Government Organizations - Interior Minister Extends 21 Secondments

The staffing of the five Provincial Self-Government Organizations (PSGOs) is progressing slowly, despite the deadline of December 31, 2025. Although 18 months were allocated for preparation, the organizations have not been fully staffed, creating gaps in their operation and causing dissatisfaction at the Ministry of Interior. Initially, 205 civil servants were seconded to the PSGOs to facilitate the transition, but the lack of personnel is affecting important functions, such as development control. The Ministry of Interior, although having warned against extending the secondments, has graciously renewed the secondment of 21 employees to avoid further disruption. This decision was made at the expense of staffing the District Administrations (DAs) and the Town Planning and Housing Department (TPHD), which face increased personnel needs. The renewal concerns only 21 out of the 49 applications submitted by the PSGOs. Some of the seconded employees have already left or have been permanently appointed to the PSGOs. The initial secondment of 205 people included 123 permanent employees of the TPHD and DAs, as well as 82 fixed-term employees who were hired to strengthen the licensing authorities. The purpose of the personnel transfer was to ensure a smooth transition of licensing authority to the newly established organizations. However, the delay in fully staffing the PSGOs raises questions about the effectiveness of the local government reform and the speed at which citizens and professionals will be served.
