New Era for the Construction Sector

New regulations for electromechanical installations in buildings have been published, modernizing the institutional framework and laying the foundations for safer, higher quality and more sustainable buildings. The new regulations make the preparation of a study mandatory for all new developments, including heating, air conditioning and hot water production systems, as well as other specialized technical systems. In addition, the supervision and control of electromechanical installations by the design engineer is institutionalized, who is appointed by the building owner. Upon completion of the works, a certificate from a mechanical and electrical engineer is required, confirming compliance with the study and building permit. A Register of Designers and Supervising Engineers of ETEK is also being created, with a mandatory registration requirement for the submission of studies from July 2028. The Register includes requirements for education, professional liability insurance and practical training, with the aim of upgrading the role of designers. ETEK believes that the introduction of the new regulations is a decisive step in modernizing the construction sector, contributing to the safety, quality and sustainability of buildings.
