Greece's General Government Records 2.6% GDP Surplus in 2025

Greece's General Government recorded a surplus of €939.2 million, equivalent to 2.6% of GDP, in 2025. This figure is lower compared to the surplus of €1.439.3 million (4.1% of GDP) recorded in 2024. The increase in total revenue, reaching €15.615.2 million, is mainly attributed to increased revenue from income and wealth taxes, as well as social contributions. However, VAT revenue saw a slight decrease. Simultaneously, total expenditure increased by €1.364.9 million, reaching €14.675.9 million. This increase is primarily due to higher personnel costs, social benefits, and fixed capital investments. However, interest payments decreased. Specifically, revenue from income and wealth taxes increased by 9%, while social contributions increased by 7.9%. Interest and dividends received increased by 30.4%, while taxes on production and imports increased by 0.3%, with VAT decreasing by 1.7%. Revenue from service provision increased by 17.9%. In summary, the economy shows positive signs with the surplus remaining, however, the decrease in the surplus compared to the previous year and the increase in expenditure require continuous monitoring and careful management of public finances.
