Hate Speech Against People with Disabilities and the Elderly Criminalized – Zero Tolerance Message from Parliament

Parliament unanimously approved an amendment to the law on Combating Certain Forms and Manifestations of Racism and Xenophobia, aiming to criminalize hate speech against people with disabilities and the elderly. The amendment establishes the offense of inciting violence and/or reproducing or uttering hate speech against individuals because of their age or disability. The amendment was proposed by MPs Alexandra Attalidou and Giorgos Koukoumas, and is based on the need to protect vulnerable groups from racist attacks and hate speech. Existing legislation did not criminalize hate speech against individuals because of age or disability. The proponents stressed the increasing trend of racist attacks against people with disabilities and the elderly, as well as the need to cultivate a public culture against racism. They emphasized that freedom of expression does not cover the targeting of vulnerable groups and that similar regulations have already been established in many EU member states.
