Cyprus Approves Modernization Plan for Disability Policy

The Cypriot Cabinet has approved a new bill titled “The Social Participation, Inclusion and Independent Living of Persons with Disabilities Law of 2026.” The Deputy Minister of Social Welfare, Klea Papaellina, described the bill as a significant reform aimed at modernizing and upgrading social services for people with disabilities. A key pillar of the bill is strengthening independent living by decoupling disability benefits from income criteria for people with severe disabilities. Furthermore, the bill strengthens the right to self-determination of people with disabilities, allowing free choice of personal assistant and removing restrictions on the designation of caregivers. The circle of beneficiaries is also expanded, and opportunities for inclusion in employment, education, and social life are strengthened. The Deputy Minister emphasized that the bill was shaped after extensive consultation with disability organizations and civil society and is in line with the United Nations Convention on the Rights of Persons with Disabilities and the European Disability Strategy. Overall, the government believes that this reform is an investment in a society without exclusion, promoting equal opportunities, social cohesion, and the full participation of people with disabilities in all areas of life.
