Ukraine War Nears End, but Thorny Issues Remain

Russia, the United States, and Ukraine are converging on the assessment that the war is nearing its end, despite ongoing battles. The main sticking points in the negotiations concern control of the Donbas region and the fate of the Zaporizhzhia nuclear power plant.
