Norway came close to achieving its goal of selling only zero-emission cars in 2025, with electric vehicles accounting for 95.9% of all new registrations. This marks significant progress towards the country's goal of selling only zero-emission cars. Norway, despite being a major exporter of oil products, has led the shift towards electric vehicles. In 2025, a record 179,549 private vehicle registrations were recorded, surpassing the previous high in 2021. In December, electric vehicles accounted for 97.6% of sales. The director of the Norwegian Road Federation (OFV) stated that the change in VAT from January 1, 2026, prompted many citizens to purchase electric vehicles before the end of the year. The Norwegian government had decided to reduce the VAT exemption, but its implementation has been postponed to 2028. Tesla holds the leading position in the Norwegian market, accounting for 19.1% of total registrations. Last year, 34,285 new Teslas were registered, while Chinese automakers also increased their market share.
