Guatemala Prisons Under "Siege" State

In Guatemala, another police officer has succumbed to his injuries, bringing the total number of police officers killed to nine, following a wave of attacks and riots by inmates in various prisons. These attacks prompted President Bernardo Arévalo to declare a 30-day "state of siege" to combat the gangs operating in the country. The attacks against the police were in retaliation for regaining control of three prisons where inmates had taken dozens of guards and a psychiatrist hostage. The riots, which began in mid-2023, aimed to prevent the transfer of gang leaders to a maximum-security prison, with the rioters demanding to return to their previous prisons or be transferred to detention centers with less strict conditions. The "state of siege" suspends constitutionally guaranteed rights, such as freedom of assembly and demonstration, and allows for arrests and interrogations without court orders. The military has taken over patrolling the streets, aiming to strike at the structures of organized crime and restore calm. The Barrio 18 and Mara Salvatrucha gangs, which have been designated as "terrorist" organizations by both Guatemala and the United States, are fighting for territorial control in the country, extorting merchants, transporters, and citizens. Refusal to pay their demands leads to murder. Authorities report a series of murders, extortion, and drug trafficking linked to these organizations. The country is in mourning, with three days of national mourning and funerals for the fallen police officers.
