The Minister of Agriculture and the Veterinary Services informed the House Agriculture Committee about the development of the foot-and-mouth disease outbreak, which has reached Nicosia. The discussion focused on disease management, the situation in the occupied territories, the risk to halloumi exports, and compensation for farmers. A key issue is the lack of a common policy with the Turkish Cypriot side, as there is no control in the occupied territories and EU standards are not being implemented. The European Commission is trying to persuade the Turkish Cypriots to comply with EU law, linking compliance to the provision of funds and vaccines. At the Bi-Communal Health Committee, the Greek Cypriot side requested that the Turkish Cypriot side operate on the basis of the European acquis and control grazing along the green line. The goal is to create a joint committee for uniform management of similar situations in the future. In the occupied territories, protective vaccination was preferred over culling, with vaccines being delivered through the Republic of Cyprus, as had happened with the coronavirus vaccines. Questions from MPs concerned why vaccines were not sent to the free areas after the problem was diagnosed in the occupied territories. The answer focused on political and legal issues, as the Republic of Cyprus does not have control in the occupied territories. It was also stated that there was no guarantee that the disease would spread to the free areas. Additionally, questions were raised as to why there were no culls in the occupied territories and why the European Commission is providing assistance without compliance with EU law. The answers highlighted that the EU acquis was not implemented in the occupied territories due to a lack of compensation for farmers and a lack of infrastructure for the cremation and burial of animals. The House Agriculture Committee awaits a clear answer regarding the determination of compensation and whether Cyprus has been excluded by countries for halloumi exports.
