OCHS IT System: A Multi-Million Euro Project That Never Worked

A €10.245 million project for a new Information System (IS) at the Housing Finance Organization (OCHS) has failed to operate despite contract extensions and payments. The project, which began in 2018, aimed to replace the old Sopra system and offer modern banking services. However, it faced serious problems from 2021 onwards, with delays and an inability to make decisions due to internal issues at the OCHS. The Audit Office estimates that the cost of the project's failure amounts to at least €3.55 million for the period 2021-2025, not including administrative costs. The OCHS acknowledges the problems, attributing them to the pandemic and internal difficulties.
