Finance Ministry: Absorption of €1.02 Billion from Recovery Mechanism is Feasible

The Ministry of Finance announced that the absorption of €1.02 billion from the Recovery and Resilience Mechanism (RRM) by the end of 2026 is feasible, despite existing challenges, as recorded in a report by the Audit Office. As of December 2025, payment requests have been submitted for €673 million (66% of total funding), with two installments of €347 million remaining to be submitted in 2026. A total of €589.5 million has already been received from the RRM, including advances. The Ministry of Finance is committed to the full absorption of funds, emphasizing that the entire amount of €1.02 billion has already been committed through contracts. Responding to observations by the Audit Office, the Ministry states that the progress of the Recovery Plan implementation so far, combined with the modifications made, ensures the full absorption of resources. It is noted that 95% of the important reforms have already been completed, either through legislation or through decisions of the executive branch. The Ministry of Finance expresses optimism that, with the commitment of all stakeholders and the timely adoption of pending reforms, the goals of the Recovery Plan will be achieved by August 2026, which is the implementation deadline.
