The exclusion was based on an alleged conflict of interest due to his position as Chairman of the Legal Council of the Democratic Rally party. The court found that holding the position of legal advisor to a political party does not automatically create a conflict of interest, especially for an external consultant role. Mr. Triantafyllidis had submitted the lowest financial bid in the tender.
