AKP's Constitutional Reform Plan in Advanced Stage

Turkey's ruling AKP party is in an advanced stage of drafting a constitutional reform plan, following approximately one year of work. The party's constitutional committee is expected to present the basic framework of the new proposal to President Erdogan within January, seeking his views on contentious issues. The AKP plans to declare 2026 as the year of constitutional debate, emphasizing that the goal is to create a flexible constitution and not to achieve electoral gains. The plan will be open for dialogue with other political parties. Key proposals include revisions within the presidential system (without a return to the parliamentary system), the appointment of Ministers from active Members of Parliament, a limit on the number of Vice Presidents, and maintaining the first four articles of the Constitution unchanged. Discussions are also being considered regarding the separation of the presidency from party leadership, changes to the electoral system, and restrictions on the ability of Parliament to call early elections. The final form of the plan will largely depend on the observations and objections of President Erdogan.
