Cyprus Obligation to Uphold Prisoner Transfer Agreement, Says Minister

Published February 9, 2026, 14:30

Justice Minister Kostas Phytis stated that the Republic of Cyprus is obligated to adhere to the agreement for the transfer of convicted individuals to their home country, referring to the case of Simon Aykut, who was convicted of usurping Greek Cypriot properties. Israel has requested Aykut's transfer to serve his sentence there. Phytis emphasized that the government is weighing all factors in the public interest, given the particular nature of the case. He noted that Israel recognizes the usurpation of Greek Cypriot properties in the occupied territories and has issued travel advice discouraging Israelis from purchasing properties in these areas. The Minister mentioned that failing to comply with the agreement could have implications in relations with other countries that have signed similar agreements. Aykut, due to his age, may be released after serving half of his sentence, i.e., in about 6-8 months. Phytis estimated that they should not risk the public interest for this period, given that Aykut has already been convicted and Israel recognizes the reason for his conviction. To date, the Minister has signed fifteen requests for the transfer of prisoners to other countries. The Aykut case is considered special due to the usurpation of Greek Cypriot properties, which requires careful consideration of all parameters.
