Cyprus Shifts Stance on Lifting Sanctions on Usmanov – Turkey's Role

Cyprus has changed its position regarding the lifting of sanctions imposed on Russian billionaire Alisher Usmanov, now opposing their removal. According to Bne IntelliNews, this change is linked to historical tensions with Turkey and pressure from governments in Central Asia and Europe ahead of the next vote to renew EU sanctions. The Cypriot EU presidency, which initially maintained a neutral stance, appears to have been influenced by a letter sent by Turkish President Recep Tayyip Erdoğan to Slovak Prime Minister Robert Fico, which also reflects the position of other Turkic countries and the Middle East. Slovakia and Hungary are promoting the lifting of sanctions on Usmanov and Mikhail Fridman, businessmen targeted by EU sanctions following the start of the war in Ukraine. Sanctions are renewed every six months unanimously, and a lack of consensus could jeopardize the entire sanctions regime targeting approximately 2,700 Russians. The letter from Erdoğan, according to diplomatic sources, presents the common position of countries such as Uzbekistan, Kazakhstan, Azerbaijan, and Kyrgyzstan, which consider Usmanov an important figure due to his philanthropic work and contribution to investment. Turkey, with its large number of citizens of Turkish origin in Germany, holds particular weight with the EU. The source emphasizes that Cyprus's position is more guided by its historical disagreements with Turkey than by the interests arising from its participation in NATO cooperation programs and the exercise of the EU presidency. Cyprus's change of stance highlights the complexity of the sanctions negotiations and the influence that external factors can exert.
