European Relief for Cypriot Farmers – Details of the New Common Agricultural Policy Simplifications

The Minister of Agriculture, Maria Panagiotou, presented the details of the recent agreement to simplify the Common Agricultural Policy (CAP) between the EU, the Commission, and the European Parliament. This agreement, a significant institutional development, aims to reduce bureaucracy, enhance flexibility, and improve the effectiveness of the CAP. Cyprus played a crucial role in the negotiations, securing favorable arrangements that respond to the specific characteristics of Cypriot agriculture, which is characterized by small and fragmented farms and intense climate pressure. One of the most important achievements for Cyprus is the complete exemption of farmers with land holdings of less than 100 acres from checks and penalties related to binding cultivation obligations. This regulation is expected to provide significant relief to Cypriot farmers, reducing administrative burdens and saving resources. In addition, Cyprus has secured an exemption for farms up to 300 acres from crop rotation obligations, strengthening sectors such as cereal cultivation, fodder crops, and potato cultivation. The agreement maintains the environmental objectives of the CAP but seeks to achieve them through more targeted tools. This means that farmers will have greater flexibility to adapt their production to market needs without fear of bureaucratic restrictions. Furthermore, a new crisis management tool is being created, which provides for direct compensation for damage caused by drought and natural disasters. Cyprus, together with other Mediterranean countries, contributed to the establishment of this mechanism, recognizing the need for immediate support in times of crisis, given the increasing climate pressure.
